Actually, for me, it's like Tomoyo = Nagisa > Kyou > Kotomi > Ryou >> Fuuko, character-wise. Cuteness-wise, it gets messy.

Is this some sort of moe sandbagging or something? Hold back on some of the niche appeals, grab a person’s heart through genuine character development, and then, bam! Megane in the closing episodes of the show. Who do I have to thank for this idea?

You could probably relate this megane switch-and-bait to that, although what exactly makes it the trigger for each girl is hard to trace. An “I’m finally honest with myself” feeling, I guess?
